Technology help when funds are down

You don't need Dr. O at SocialEdge.org to tell you that funding for nonprofits is down. What's interesting is what he recommends nonprofits should do. Four of his suggestions include technology:
* Bring in a new generation of donors with new technology.
* Examine your costs. Can you save significant money by virtualizing your staff and operations or by sharing space and back office operations with other NPOs
* Engage with the new "crowdsourcing" and online giving organizations like Care2
* Is your website an effective fundraising machine?

How are you to decide where to put your efforts? Should you obtain donor management software or take advantage of the tools and expertise at Care2 and Facebook? That's a technology decision that must be based on doing your business homework first. I am wondering which of these 4 technology solutions mentioned above might people want to discuss in this forum.
