The federal government faces an impending workforce crisis in the retirement of the baby boom generation. In five years, nearly half of all federal employees will be eligible to retire, including nearly three out of four senior managers. Even so, the federal government is reluctant to look outside it ranks to meet its job needs, hiring only 15 percent of its GS-12 to GS-15 level employees from outside government in 2003. That same year, only 43 percent of mid-level federal job postings were open to non-government applicants. Among other things, this limited scope will make it extraordinarily difficult to fill the 550,000 federal jobs that are projected to be vacated by 2010.
Civic Ventures has joined with the Partnership for Public Service to propose innovative solutions to this problem. Together they are issuing a white paper, Are You Experienced? How Boomers Can Help Our Government Meet Its Talent Needs, which outlines how the federal government can stem this tide by attracting experienced workers from outside the government into federal service.
