Teaching the job skills associated with Sewing/Alterations/Dressmaking

I would like to be connected to an organization which serves women who are interested in attaining employment by using practical sewing skills. This job skill is needed as the ability to sew/ repair clothing or special fit issues are not being taught at a level to insure employment or self-sustainability through a home based business. How would I apply for a fellowship to start such a program.
